The organization is born out of the recognition that for sometimes now, the citizens have been calling for major changes in the social, political and economic life of the society, but such changes have been at best negligible and at worst inconsistent and incoherent. For example, although the major political parties have, to a greater or lesser extent, advocated varying degrees of constitutional changes since independence, there has been no fundamental change. It is the view of many, that over the past 42 years the society has taken one step forward and two backward, on the issue of constitutional reform. In effect, there has been much talk but little action. We recognize a growing societal discontent with this situation, and this organization is intended to effect deliberate and organized action to bring about the desired changes. There is rampant indiscipline at every level of the society, and the leaders seem to be unable to address the problem in an effective manner.
There is ample evidence that large numbers of the population have become quite apathetic. Such apathy manifests itself in the declining proportion of registered voters who voted in the last three elections, the large number of persons who have reached the voting age but have declined to register to vote, the refusal of witnesses to appear in court, the reluctance of citizens to cooperate with the police and lack of confidence in the Judicial process.
Given the above picture, the IISPEC will stimulate greater social awareness and action aimed at getting people re-energized, re-engaged, and re-connected to the process of change. The aim is to educate the people, and create a sense of togetherness that can lead to collective action to improve the quality of life for all Jamaicans. Key to such effort is an organized process of mobilizing public support.
